What Is an HS Code on Food Imports?

By the Levant Direct team · Published September 1, 2026

An HS code is the tariff classification number assigned to a traded product under the Harmonized System, an international coding standard customs authorities worldwide use to identify what's being imported and calculate the applicable duty rate. In Canada, the importer of record (or its customs broker, acting on its behalf) assigns the HS code for a shipment on the customs declaration, based on CBSA's Customs Tariff schedule, which extends the international 6-digit HS number to a more detailed Canadian classification. A wholesale buyer purchasing already-landed stock from a Canadian supplier never assigns or even sees an HS code — that classification work happens upstream, before the goods reach a domestic warehouse.

Getting the classification right matters because it determines the duty rate and any applicable trade-agreement treatment for that specific product — specialized enough work that many importers use a customs broker rather than classify shipments themselves. See What does a customs broker do for food imports? for that role explained.

How the classification system works

The Harmonized System is maintained internationally and assigns every traded product category a 6-digit code recognized across most trading countries; Canada extends that to a longer code under its own Customs Tariff to capture more specific product distinctions and duty treatment (CBSA — Customs Tariff). A spice, an olive product and a packaged sweet each fall under different HS chapters and headings, and even within a single product category, factors like processing level or packaging format can shift the applicable code.

Who assigns it, and when

The importer of record is ultimately responsible for the HS code declared on a shipment, though in practice a customs broker frequently handles the classification work as part of clearing the goods through CBSA. Misclassification — even unintentional — can affect the duty paid and can draw CBSA scrutiny on future shipments, which is part of why accurate classification is treated as specialized work rather than a quick lookup.

Why domestic wholesale buyers never touch one

Once a product has cleared customs and landed in a Canadian importer's warehouse, its HS code has already done its job — duty was assessed and paid at that point, and it plays no further role in how the product is bought, sold or priced domestically. A restaurant, grocer or gift shop placing a wholesale order with a Canadian supplier is buying a landed, duty-paid product; the classification and duty-calculation step already happened upstream and isn't something a domestic buyer needs to think about at all.

That's a genuinely useful thing to understand about the difference between importing and buying wholesale domestically: an HS code, a broker relationship, and a duty payment are all import-side mechanics that a supplier like Levant Direct has already absorbed on a buyer's behalf, the same way freight and customs clearance are absorbed before a case of spices ever reaches a GTA order.

Related questions

Do I need to know a product's HS code to place a wholesale order in Canada?

No — HS codes apply to the import step, which happens before a product reaches a Canadian wholesale supplier's warehouse. A domestic buyer never needs one.

Who decides the correct HS code for a shipment?

The importer of record is responsible for the classification declared to CBSA, often working with a customs broker who specializes in tariff classification.

Can the wrong HS code cause problems?

Yes — misclassification can affect the duty owed and may draw additional CBSA scrutiny on future shipments, which is one reason importers often use a broker for this step.
